It's NOAA Fisheries, a branch of NOAA, yes. To collect a wide range of data, to monitor ecosystems, and to enforce fishing boundaries, among other reasons. It's hard on fishermen. They can't leave port without an observer. Or at least that's how it was 5ish years ago when I was working for them. |
